The North Carolina Department of Health and Human Services, Division of Public Health, Health Hazards Control Unit (HHCU) administers the Lead-Based Paint Hazard Management Program for Renovation, Repair and Painting (LHMP-RRP).
The LHMP-RRP permanent rules (10A N.C.A.C. 41C .0900) became effective November 1, 2010. The permanent rules are required by N.C. General Statute §130A-453.31.
The LHMP-RRP program requires applicable renovation activities conducted for compensation, in homes and child-occupied facilities built before 1978, to be conducted by a NC certified lead renovation firm using a NC certified renovator and trained workers. The rules also require the use of lead-safe work practices. Additionally, firms conducting renovation activities must provide the lead pamphlet “Lead-Safe Certified Guide to Renovate Right” to owners and occupants before starting renovation work.
